State Fund of California is

Here to Help!

Why choose State Fund? It’s simple, they care! State Fund cares about your business, your employees and does their part to ensure California’s workforce stays safe and healthy.

We want to share some CA workers’ compensation market updates with you. The WCIRB has recommended a rate increase effective 9/1/2026 based on the following criteria.

Note: CA State Fund has chosen not to change rates on this date.

    • Premium growth has leveled off as rates stabilize.
    • Rising cumulative trauma claims continue to drive claim frequency higher.
    • Average medical costs continue to increase in several medical service categories.
    • Allocated loss adjustment expense costs have reached record highs.
    • The combined ratio remains near historically high levels.

In addition, the CA workers’ compensation market is changing. Several Managing General Underwriters (MGU’s) are losing their paper as the market begins to firm. Specifically, MGU’s for contractors and transportation risks are receiving non-renewal notifications. We are seeing more risks moving from these types of MGU arrangements into the CA State Fund as other private carriers are not willing to accept these risks. We can help you place these challenging risks with the CA State Fund.

State Fund of California operates as a not-for-profit, self-funded organization, allowing it to focus on serving policyholders and supporting California businesses and workers. As one of the few state agencies that does not rely on taxpayer funding, State Fund is able to return value directly to policyholders through dividend programs. Strong investment performance and improved claims outcomes have enabled State Fund to distribute more than $54 million in dividends to thousands of policyholders over the past seven years.

In 2025, State Fund declared its largest dividend to date, providing a 20% dividend to qualifying policyholders with policies effective between January 1, 2025, and December 31, 2025.
